부모교육은 대부분의 장애인가족지원센터·복지관 사업계획에 들어 있지만, '무엇을 왜'가 비어 있으면 특강 나열이 되기 쉽습니다. 기획 단계에서 네 가지를 결정하면 사업이 달라집니다.

1. 수요를 '주제'가 아니라 '층'으로 파악하기

부모 설문에서 '스트레스 관리', '양육 정보' 같은 주제가 올라오면 그대로 특강 제목이 되곤 합니다. 그러나 같은 '스트레스'라도 필요한 층이 다릅니다 — 제도 정보가 없어서인지, 기술이 없어서인지, 마음의 짐(죄책감·수치심) 때문인지.

기존 사업이 정보·기술 층에 몰려 있다면, 비어 있는 층은 대개 부모 자신의 마음과 이야기를 다루는 성찰 층입니다.

2. 형식: 특강·자조모임·구조화 프로그램의 분업

세 형식은 대체재가 아니라 보완재입니다.

  • 특강 — 정보 전달에 효율적, 관계·변화는 약함
  • 자조모임 — 소속감에 강함, 구조가 없으면 소진·쏠림 위험
  • 구조화 프로그램(회기제) — 변화 목표에 적합, 진행 역량 필요

3. 진행 인력: 외부 강사 의존을 줄이는 설계

매 회기 외부 강사를 부르는 구조는 비용이 반복되고 노하우가 기관에 남지 않습니다. 라이선스형 커리큘럼 + 내부 진행자 교육 조합은 초기 투자 후 역량이 기관 자산으로 남는다는 점에서 검토할 가치가 있습니다.

단, 정서적으로 민감한 주제라면 진행자 자격 요건(상담·사회복지 배경 또는 집단 경험)과 안전·의뢰 절차를 반드시 문서로 확인하십시오.

4. 성과: 만족도 설문을 넘어서

'만족도 4.5'만으로는 다음 해 예산을 설득하기 어렵습니다. 참여 유지율, 회기 전후 자기보고 변화, 참여자 서술 인용(동의 기반) 세 가지를 처음부터 설계에 넣으면 결과보고서와 다음 공모 신청서가 함께 준비됩니다.

1. Read needs as layers, not topics

When surveys return topics like 'stress management,' they often become lecture titles as-is. But the same 'stress' needs different layers — missing information, missing skills, or the weight of guilt and shame.

If existing programs cluster in the information and skills layers, the empty layer is usually reflection: the parent's own mind and story.

2. Format: lectures, peer groups, structured programs

The three formats are complements, not substitutes:

  • Lectures — efficient for information; weak for relationship and change
  • Peer groups — strong for belonging; without structure, risk of burnout and dominance
  • Structured multi-session programs — fit change goals; require facilitation capacity

3. Staffing: reduce dependence on outside lecturers

Calling an external lecturer every session repeats cost and leaves no capability behind. A licensed curriculum plus internal facilitator training keeps the capability as the center's asset after the initial investment.

For emotionally sensitive material, verify facilitator requirements and documented safety and referral procedures in writing.

4. Outcomes: beyond the satisfaction survey

A '4.5 satisfaction score' rarely wins next year's budget. Build three things into the design from the start: retention, pre/post self-report change, and consent-based participant quotes — the results report and the next grant application then write themselves.
